Recently Caritas Ukraine has started new phase of lobbying activity on social services delivery in Ukraine. This work is funded by Caritas Germany. Need in development and implementation of this project arose few years ago. The reason was the fact that national social services delivery system for vulnerable categories of population remained underdeveloped and required numerous improvements.
The first phase of this project touched on Home Care program that is financed by German donors and has been securing medical and social services for isolated seniors in Ukraine. Its aim was to prepare study by monitoring of the existing system of services delivery at home; analyze acting legislation; prepare contextual analysis of Ukrainian system of care delivery at home and identify the main problems to be solved. The study became the background for working up recommendations on enhancement of situation in home care delivery in Ukraine.
