
Role: Security Consultant for Caritas Forum Support Team
Schedule: Full-time (incl. up to two out of hours nights per week (7pm to 7am)
Duty Station: Kyiv (Remote & Office-Based)
Contract: Until 31 Dec 2025 (with the possibility of extension)
Summary of duties:
- Serve as the designated Security Advisor Ukraine for all CIMO agencies in the absence of the HSSA (Health, Safety and Security Advisor);
- Monitor, analyze, and disseminate security reports to ensure an up-to-date understanding of the security situation;
- Support local partner organizations in developing Security Management Plans (SMPs) and Standard Operating Procedures (SOPs) as needed;
- Coordinate with internal and external stakeholders to establish effective security coordination mechanisms for travel into and around Ukraine.
- Provide security guidance, incident management, risk analysis, and capacity-building training to staff and partners;
- Support contributing organizations during incident management and response.
Expected outputs:
- Biweekly Security Updates: Produce and distribute updates to CIMO agencies and partners;
- Security Assessments: Conduct risk assessments for travel, accommodations, medical care providers, and operational sites;
- Pre-Travel Briefings: Deliver pre-travel security briefings for all incoming staff and visitors;
- Incident Management: Provide real-time support for incident response and crisis coordination;
- Security Policy Development: Assist partners in establishing and improving their security frameworks;
Key tasks and responsibilities:
Security Coordination and Networking: Act as the primary security liaison for CIMO agencies in Ukraine; Establish and maintain strong coordination mechanisms with NGOs, INSO, donors, and local authorities; Organize cross-agency security briefings and best-practice sharing; | Security Training and Capacity Building: Develop and deliver Security Awareness Training for CIMO staff and partners (if support requested); Organize simulation exercises for CIMO’s crisis response (evacuations, lockdowns, medical emergencies) and, if requested – consult & support on the issue CUA and CSU; |
Context monitoring / Security Analysis: Real-time information gathering: Monitor open-source intelligence (OSINT) to assess security risks; Risk profiling: Identify high-risk locations and provide proactive risk mitigation strategies; Threat forecasting: Develop early warning systems for potential security threats. | Partner and Operational Support: Provide one-on-one security coaching to key partner organizations; Conduct security audits on partner operations to ensure compliance with risk protocols; Inform of relevant movements, incidents, and head-counts related to CIMO agencies. |
Risk Management: Assist CIMO agencies in updating all Security Management Plans (SMPs) and Standard Operating Procedures (SOPs). Ensure alignment with international security standards (ISO 31000, ISO 45001, INSSA SRMP); Evaluate operational vulnerabilities and implement enhanced crisis preparedness measures; | Incident Management and Emergency Response: Act as a point of contact during security crises in Ukraine; Coordinate with local emergency response teams and authorities during incidents; Provide real-time guidance on crisis response strategies. |
General tasks: Participate in relevant meetings and provide accurate reporting to CIMO agencies; Adhere to office guidelines, rules, and regulations. |
Essential Requirements:
- 3+ years of experience in security management (NGO, private sector, or consultancy);
- Ukrainian National with proven experience in security risk management in Ukraine;
- Strong experience in developing and implementing security policies and SOPs;
- Languages: Fluency in English and Ukrainian (additional languages are a plus).
- Formal qualification in Security Management (INSSA SRMP, SRMC, or equivalent preferred);
- Non-affiliation with military, police, or intelligence services;
- Ability to work in a high-risk environment with minimal supervision.
Preferred Requirements:
- Formal qualification in Security Management such as the INSSA SRMP, SRMC or similar is a preferred.
- Previous experience in a similar organisation is an advantage.
- Previous military or police experience is an advantage.
- Previous experience working with and for international agencies is an advantage.
